How do CSEA dental benefits work?
The CSEA Employee Benefit Fund (EBF) provides dental benefits to eligible CSEA members across New York. Each bargaining unit negotiates its own plan, so a State employee and a county or school district employee can have different limits.
- You don’t need a participating dentist. CSEA EBF dental coverage lets you choose your dentist.
- Your plan pays from its fee schedule. If a dentist’s fee is higher than the plan’s allowance, the difference can be billed to you.
- We tell you the balance first. The team checks your plan and gives you a written estimate, so you know before treatment whether anything is left to pay.

What CSEA dental benefits can help pay for
Depending on your plan, benefits may apply to most everyday dental care at Kingston Smiles NY. This list isn’t a guarantee of coverage: frequency limits and annual maximums apply.
- Checkups and cleanings
- X-rays when they’re needed
- Tooth-colored fillings
- Root canal treatment
- Gum disease care
- Crowns and bridges
- Dentures
- Tooth extractions
Does CSEA cover dental implants?
It depends on your plan. Your plan documents in the CSEA EBF member portal list what’s included, or ask us to check before you plan dental implant treatment.

Using your CSEA benefits at Kingston Smiles
- Find your plan. Your plan documents are in the CSEA EBF member portal, or use its Benefit Search to see which plan you’re on.
- Tell us when you book. Say you have CSEA dental benefits when you request an appointment.
- We review it with you. The team checks your benefits and gives you a written estimate before treatment.
- Treatment and claim. We send the claim to the Fund for the care you receive.
What to bring
- Your current benefit ID or card
- A photo ID
- A list of the medicines you take
- Recent X-rays or records from another dentist, if you have them
Your benefits don’t decide your treatment
Dr. Ibrahim Sayeed recommends care because your teeth need it, not because your plan would pay for it. He keeps as much natural tooth as possible and explains each option before anything starts.
If your plan leaves a balance, you can spread it with CareCredit or Cherry, or pay by card, HSA or FSA.
